portray a Mexican person. However the cartoonist who drew this image, Frederick Opper, was known to create very racist political cartoons.
Also the name "Tito Libido" seems to be used only to ridicule Mexican or Hispanic people.
Perhaps Slimjim had other intentions when he chose that name and image, but it does come across as a racial slur.
It was a choice. Most racism these days is coded language, symbols and cartoon characters. Pretty easy to spot, and hard for the user to stay hidden.
